Parks Wins Approval for two $50,000 Reward Motions to Assist in USC Sexual Assaults

Councilmember Bernard C. Parks won the Los Angeles City Council's approval on a motion today offering a $50,000 reward for each victim in two separate occurrences of sexual assault near the USC campus.

On Friday, September 5, 2008, a 19-year-old USC student was walking in the 3000 block of McClintock Avenue, located just north of the USC campus, when the suspect approached her from behind. The suspect grabbed the victim and proceeded to sexually assault her. The suspect then fled the location on foot, in an unknown direction.

On Saturday, September 6, 2008, another 19-year-old USC student was attending a fundraiser for the Latin Business Student Association (LBSA), in the area of 23rd Street and Hoover Avenue. After the event, the victim elected to walk home from the 2300 block of Hoover Avenue to her apartment, located just north of the USC campus. As the victim was walking on Hoover Avenue, LAPD reports that she was approached by three Latino men in their 20s. One of the men, under the guise of providing the victim with an escort home, walked the victim to her nearby residence where he sexually assaulted her. The suspect then fled the location on foot in an unknown direction.

Parks' motion will allow anyone who provides information leading to the identification, apprehension and conviction of the person or persons responsible for the crimes to get the $50,000 rewards.

Anyone who has information regarding this crime should contact the Los Angeles Police Department at 1-877-LAWFUL.

Audubon Middle School Seeking Representatives for Advisory Councils: If
you are interested in getting involved and helping to support Audubon
Middle School - pick up and fill out a self nomination form before
October 15 from the Title I or school main office. Elections will be
held on October 15th at 5:30 pm in the school auditorium. The School
Site Council is the decision making body for the school and is
responsible for monitoring the academic programs and achievement. You
must be a resident of the community and/or a parent of a student
enrolled in Audubon. You can make a difference in the quality of

Why are poor countries poor? It's certainly not for lack of effort or interest. Despite hundreds of billions of dollars in aid, most of Africa remains as desperate today as it was half a century ago. That's because much of that aid is lost to the grabbing hands of corrupt governments and destroyed through clashing warlords and civil strife. Edward Miguel, U.C. Berkeley economist and co-author ofEconomic Gangster: Corruption, Violence, and the Poverty of Nations,visits Zócalo to explain how the twin evils of violence and corruption keep nations in poverty. He argues that before we can help poor nations, we must first understand the violent, lawless thugs who have wrought havoc throughout the developing world. And to understand these gangsters, he says, we must first get inside their heads.

Europe has received a wave of immigration from the global south in recent decades, similar in scope to the US-but very different in its results. Many immigrant and second-generation communities have astronomical unemployment rates and a thin connection to European identity. Some have produced terrorists. The problems are particularly severe among newcomers from the Muslim world.
If Europe has an Islam problem, whose fault is it? Is Islamic belief and culture incompatible with Western institutions? Or is there such a thing as “Islamophobia,” poisoning immigrants’ efforts to integrate on European terms?
Christopher Caldwell, who writes for the Financial Times, The New York Times Magazine and The Weekly Standard, visits Zócalo to talk about themes from his upcoming book, Reflections on the Revolution in Europe: Immigration, Islam and the West.
